Lax oversight has led authorities in some of the state's 32 Urban Enterprise Zones to overpay developers, mismanage contracts and fail to communicate about significant legal problems, a state audit concluded Monday.

Two builders were overpaid a combined $90,000. A bus service with a $176,000 contract failed to make some required stops. A marketing consultant, hired for $270,000, came under investigation by the state Attorney General's Office.
