Disciplinary actions against state troopers were down from 91 in 2007, and citizen complaints were at their lowest level in five years, according to an annual report.

The report on trooper discipline is issued every year by the Office of Professional Standards, established within the state police a decade ago when internal affairs operations were reorganized.
