WE don't usually want to know what happens after we flush the toilet bowl. And perhaps that's why many New Jerseyans have averted their gaze from the Passaic Valley Sewerage Commissioners for decades, even as rumors of murky spending and hiring practices swirled around the lightly regulated agency like so much effluent.
That allowed it to thrive as a cesspool of nepotism on both sides of the political aisle -- six-figure jobs for friends and family, lavish lobbying fees for favored firms, politicos on the payroll driving brand-new SUVs and useless engineering studies at ratepayer expense.
