TRENTON - At nursing schools from New Jersey to California, a surge of applicants who could ease the nation's worsening shortage of nurses are being turned away because many schools can't find enough qualified faculty.

That shortfall is driven by factors including lower pay and longer hours than health-care jobs offer and fewer nurses getting the Ph.D. required for full-time, tenured teaching positions.
