PATERSON - School officials and community leaders are calling for state law to permit partial - not just total - state takeovers of problem-plagued districts, and quick turnarounds to local control.

"Put as simply as possible ... what we must have is a more reasonable approach to state intervention," said state Commissioner of Education William Librera, addressing Assembly Education Committee members in John F. Kennedy High School's auditorium on Tuesday.
