IT USED TO BE that professional, transparent and sound fiscal management was rewarded. But in New Jersey, that is clearly no longer the case.

Let's frame the discussion: The U.S. economy has been in a recession since the fourth quarter of 2007 (I know the pundits haven't announced it yet, but when they do, that's when we will be coming out of it). The national unemployment rate will probably breach 5 percent very soon. The stock market, by any standard of measurement, has been down since the middle of October. And readers of this article are generally not as upbeat as they have been in previous years.
