The Passaic County Fair will open tonight with something peculiarly red, white, blue and with luck, on cue: county officials, "acting out" "The Star-Spangled Banner."

The new curtain-raising twist for the third annual fair at Garret Mountain Reservation is the brainchild of Carmine Pellosie, a community relations specialist in the county clerk's office. Pellosie could not contain his enthusiasm as he burst into the office of James Van Sickle, fair chairman and supervisor of the county vehicle fleet, with his patriotic idea on Friday afternoon.
