IT is unfair to complain about immigrants who are in the country illegally while at the same time making it more difficult for them to become legal. But that is what a federal immigration proposal would do.

A plan by U.S. Citizenship and Immigration Services would nearly triple the fee for immigrants to apply for permanent resident status, known as a green card. The cost would rise from $325 to $905.
