The family of a West Milford man killed in a road rage incident said that the justice system failed victim Daniel Lanza.

Frederick Harvey, a 57-year-old Chester resident, received four years of probation and 500 hours of community service after he pleaded guilty to leaving the scene of the November 2002 hit-and- run that left Lanza dead.
