Puerto Rican Island of Culebra Remains Little Known to Tourists

Only 11 square miles and 17 miles from Puerto Rico, Culebra sits in the figurative shadows of its island neighbors. Its shallow harbors prohibit most cruise ships from stopping -- and its decades of American military occupation restricted development -- which is just fine with the locals and the loyalists who return year after year for the island's find-your-own-adventure ethos, bargain prices and unkempt beauty.
