TROUBLED TIMES seem to have arrived in Bergen County. The county administration apparently expects to impose layoffs, a tax increase and other measures to keep pace with spending in the budget to be presented to the freeholder board today.

Remember the good old days, when the county's outlook was so rosy as to allow for more than $100,000 in raises for the county's top officials? That halcyon time is still fresh in our minds perhaps because it was not quite two months ago.
