IT IS the Corzine administration's most closely held secret: the plan for asset monetization. Whatever the governor decides and for that matter, when he gets around to deciding a key part of that decision will be based on information from a consultant's study on selling or leasing the state's toll roads.

On Monday, a Superior Court judge ruled that Corzine did not have to make the study public. It was a legal victory for the governor. But from a public relations perspective, there was no cause for celebration.
