MOSCOW - President Vladimir Putin says he will fight terror by consolidating security agencies and further tightening political control over the country. But his tough tactics risk alienating the public support he needs, and allies abroad seem to be ignoring his pleas to crack down on Chechen separatists.

Faced with an onslaught of attacks that killed more than 400 people in two weeks, Putin called Monday for the creation of a powerful central anti-terror agency and named a close ally as his new envoy in the volatile region that includes Chechnya and the northern Caucasus.
