Christine Mozes was named head of the state Division of Youth and Family Services on Thursday after two years as deputy director.
Mozes, 39, will be paid $122,700 to take over the child protection agency. DYFS is charged with investigating allegations of abuse and overseeing 45,000 vulnerable children, including nearly 10,000 in foster care or other placements.
