A senior Port Authority lawyer who resigned last week with $156,000 in severance pleaded guilty in 2004 to a charge that he harassed a 22-year-old Rutgers graduate who had sought work at the bi-state agency.

Christopher M. Hartwyk, a cousin of Sen. Richard Codey who rose to become the agency's No. 2 lawyer, placed 160 harassing calls to the young man from September 2003 to April 2004, police records show.
