WE ARE all for funding fascinating educational programs for children, those that spark students' curiosity and boost their intellect.

But some of those programs will have to be cut at a time when the state budget appears to be in freefall. Especially those programs that seem neat but esoteric. Most especially those programs that don't file any expense reports, continue to collect state funding without any sign of actually operating and have leaders who happen to be dead.
