PATERSON -- John DeCando, the city's animal control officer, knew at least two things about City Clerk Jane Williams-Warren: She was dying for a puppy and she is such a soft touch that she would never say no to two.

"I stuck her with those two puppies," said DeCando with a chuckle seven years later. "Her husband wants to kill me."
