Passaic County's lame duck, all-Democratic Freeholder Board has proposed nearly $8 million in new bonded debt, barely a month before three Republicans -- who won last month's election promising fiscal conservatism -- take office.

The freeholders have proposed three separate bond issues totaling $7.5 million. The lion's share of the money would be used for upgrades and equipment purchases at Passaic County Community College and the Passaic County Technical Institute.
