But until then, someone gets an 11-month stint in the job -- and a head start in the election. County committee members pick a temporary representative, their leaders ratify and the state party chair and secretary of state sign off. The fact that the public will be represented by someone not elected to the job for nearly a year is troubling enough. But Scalera's seat carries a peculiar legacy.
