New York Gov. George Pataki signed a law Wednesday making life in prison the minimum penalty for those who molest and murder a child.
The measure is named "Joan's Law," after Joan D'Alessandro, a 7- year-old Hillsdale girl who was raped and murdered in 1973 while delivering Girl Scout cookies. Pataki signed the law in Harriman State Park, where Joan's body was found in April 1973. Her killer is serving life in prison and was denied parole last year.See the full content of this document
