Sen. Robert Menendez called on Congress on Tuesday to spend nearly $1 billion more on port security next year, and he said more would be needed after that to provide adequate protection against terrorists smuggling in weapons of mass destruction.

Menendez used a speech before a liberal think tank, the Center for American Progress, on Tuesday morning to promote his security plan, outline a proposed $965 million addition to the federal budget and attack the Bush administration for not giving port safety more attention.
