WASHINGTON - President Bush travels to Europe this week to express his wish for a "united trans-Atlantic community" and appears intent on repairing partnerships with anxious American allies that were frayed by the U.S.-led invasion of Iraq.

Yet at the same time he must deal with urgent new European concerns about America's role in conflicts ranging from the potential development of nuclear weapons in Iran to the Syrian occupation of Lebanon.
