HALEDON - So who won? The question lingers after the counting of two provisional ballots cast in Board of Education races in the Manchester Regional High School and Haledon school districts.

Manchester incumbent Jeffrey Fischer's margin of victory was shaved down to a single vote over challenger Mounir Almaita, for a revised total of 170 to 169, Passaic County Clerk Karen Brown said Wednesday.
