WASHINGTON Ignoring calls for a dramatic White House shake-up, President Bush on Tuesday turned to Joshua Bolten, a trusted loyalist, to replace Andy Card as White House chief of staff.
The personnel shift fell far short of the kind of bold move that some Republicans say Bush needs in order to pull out of his second- term slump.
