DEMOCRACY depends on the free flow of information. But even in democratically elected governments, officials can hide information from the people they are supposed to represent. They may even outright lie.

New Jersey has laws that require government officials to conduct business in public and to make records available to citizens. But the laws have big loopholes and wide gray areas. That has allowed what one advocacy group calls a "culture of secrecy" to flourish in New Jersey. That culture has to end. The secrets have to stop. The Legislature needs to strengthen the laws on open meetings and open records.
