A bill designed to prevent fraud by developers involved in public- private projects was introduced Monday by Assemblyman Gary Schaer, D- Passaic.
Schaer said the bill offers more specifics than legislation introduced in mid-March by state Sen. Paul Sarlo, D-Wood-Ridge. That so-called EnCap law would require developers to open their books to an independent auditor if they are working on a project backed by at least $25 million in public financing.See the full content of this document
