Railroads dominated Sen. Frank Lautenberg's return from a weeklong congressional recess Tuesday as he presided at a hearing on providing $19 billion for Amtrak and prepared to add $400 million for Hudson and East River tunnel safety to a 9/11-related security bill on the Senate floor.
