A state judge ruled Monday that he has no jurisdiction to intervene in a budget battle between Passaic County Sheriff Jerry Speziale and the Board of Chosen Freeholders, which is set to introduce its controversial spending plan tonight.

Speziale filed suit asking state Superior Court Assignment Judge Robert Passero in Paterson to prohibit the freeholders from taking action on the fiscal year 2008 county budget until the court reviews the spending plan.
