WASHINGTON should have tackled illegal immigration years ago. But every time someone brought up the subject it was dismissed soon after. Immigration, after all, is a re-election killer.
When it became clear Congress would continue not to act, some states went rogue and passed their own, harsher immigration laws. That got everybody's attention. So now, finally, Washington will take up the thorny issue.
