Another day, another burgeoning scandal. , , , First came allegations of profligate spending at the state's University of Medicine and Dentistry; then a lack of accountability at the state- run Schools Construction Corp. Now comes word that the federal government has ordered the Newark Housing Authority to return nearly $4 million that went to buy 12 properties in a redevelopment zone earmarked for the proposed arena for the New Jersey Devils.

According to the federal Department of Housing and Urban Development, the money was supposed to go to provide housing for poor and middle-income Newark residents - not pave the way for a $310 million, 18,500-seat hockey rink.
