JERUSALEM - Israel's domestic security chief warned on Wednesday that al-Qaida is poised to infiltrate the Gaza Strip and the Jewish state and that Palestinian police are incapable of controlling armed militants.

Also Wednesday, Israeli Foreign Minister Silvan Shalom said Israel "won't allow Hamas" to participate in Palestinian parliament elections in January. Prime Minister Ariel Sharon earlier had threatened to withhold Israeli cooperation if the Islamic militant group takes part.
