Fema Officials Faulted On Post-9/11 Program ; Air Conditioner Giveaway Invited Abuse

WASHINGTON - Federal emergency officials didn't do enough to prevent waste and abuse of a program that provided free air conditioners to thousands of New Yorkers after Sept. 11, 2001, according to a report released Monday.

The investigation by the Department of Homeland Security's Office of the Inspector General was requested by Democratic Reps. Carolyn Maloney and Jose Serrano, both of New York, after The Associated Press reported in 2003 that there were widespread problems with the $100 million fund to help residents breathe clean air after the attack on downtown Manhattan.
