AS EARLY as tomorrow, the House of Representatives will vote on several energy-related measures that claim to do one thing but would do quite another.

Although their Republican sponsors are characterizing these bills as giant steps toward fighting higher gasoline prices and reducing America's dependence on foreign oil, they are mostly gifts to the oil industry and other energy companies. And they would open the door to all sorts of environmental damage.
