WALLINGTON Borough officials have portrayed the development of the Industrial Latex site as a black-and-white issue: The federal Environmental Protection Agency says make it possible to build houses there or else.

But the EPA said Monday that it was not opposed to changes to an agreement that became legally binding in 2006, in which the borough had to rezone for residential use the approximately 9.6 acres that the agency spent close to $43 million to clean up, and adopt a redevelopment plan for the area by Sept. 7.
