TRENTON - A long-awaited proposed bill that would create a regional council to protect reservoir watersheds, forests, and farmlands while curbing development in the New Jersey Highlands was released to the public Friday.
"Throughout the process of protecting the Highlands region, we want to foster public participation so that everyone affected has a voice in the discussion," Sen. Bob Smith, D-Middlesex, the chairman of the Senate Environment Committee, said Friday in releasing a draft bill, S-1/A-2635, that will be presented in a series of public hearings.See the full content of this document
