Summary


IT SEEMS clear enough: Public officials conducting the public's business ought to do so in public. That's what the state's Open Public Records Act says. And that's what the public expects. Open government is honest government, after all.

But e-mail and other electronic communications keep us "connected" at all times -- and even may constitute a quorum. That was apparently the case recently in Woodcliff Lake, where some officials were using their private e-mail to share information about borough matters.
