ENGLEWOOD -- The developers of a mixed-use complex that includes residential housing and plans for a hotel and retail shops along Route 4 could be facing an $8.5 million bill from the city.

The costs -- part of a $9 million land deal to acquire a Starbucks and two gas stations through eminent domain and build an extension of West Sheffield Avenue -- are special assessments set by the city's Board of Local Improvements.
