REPORT CARDS usually aren't shocking. By the time the grades come, you pretty much know what to expect. So New Jersey's recent grade of C from The Pew Center on the States' annual 50-state report card contained no surprises.

But that's no reason to downplay the results. It was one more sobering reminder of how this state has lost its way by choosing short-term gratification over the more politically arduous job of investing in the future.
