THE PASSAGE this weekend of a health care reform bill in the House of Representatives is seen as a major win for the Obama administration. The bill, which could cost more than $1 trillion over 10 years, includes the controversial public option. But what is not in the bill may prove more controversial over the long haul.

House Speaker Nancy Pelosi, at the last minute, allowed an amendment that bans the use of federal subsidies to insurance policies that cover abortions go to a vote. Without the amendment, many moderate Democrats would have voted no on the bill. This was a victory for the Roman Catholic Church, which advocated strongly for the restrictions.
