Watching them shiver in the March rain, you wouldn't think folks at the Fort Lee bus stop at Palisade Avenue and Horizon Road rank among the luckier commuters who ride NJ Transit's 254 bus routes.

Sure, fares are rising 25 percent to meet the mass transit agency's $300 million budget shortfall. And yes, the battered bus shelter that once kept these commuters dry has been gone since December. But the Fort Lee route isn't one of the 31 slated for oblivion under the austerity plan.
