THE WORLD Trade Center is slowly rising once again to dominate the New York skyline. So is the tab for construction.

Last week, estimates for rebuilding the site rose to nearly $13.5 billion. That is $2 billion more than the last estimate. By all accounts, this is a staggering sum. What is not clear is where all the money is going and whether even this new estimate is accurate. For that reason alone, we support Governor Christie's decision to temporarily move former state Attorney General Paula Dow to the Port Authority of New York and New Jersey. Dow is charged with making the Port Authority more transparent and accountable.
