MOSCOW - President Bush will tell Baltic leaders that democracy must include respect for minority rights, a nod to Moscow's concerns about the treatment of Russian-speakers in the three former Soviet republics, he said in an interview broadcast Friday.

Bush, who is traveling to Latvia ahead of celebrations in Moscow on Monday marking the 60th anniversary of the Allied victory over Nazi Germany, told NTV television that his message will include emphasis on the importance of minority rights in a democracy.
