All convicted drunken drivers should be required to install breath-testing devices that prevent their cars from starting if alcohol over the legal limit is detected, Sen. Frank Lautenberg said Monday.

States would have to mandate the ignition interlocks for a minimum of six months or lose some federal transportation funding under a bill Lautenberg, D-N.J., unveiled at a Capitol news conference.
