New Jersey spends far more money on nursing-home care for the elderly and disabled than it does for services allowing them to age in their own homes and communities despite the desire of most to remain in their own homes.

This "unbalance" in state Medicaid spending is worse in New Jersey than the nation as a whole, according to an analysis by the AARP, the advocacy group for those over 50.
